Description
It would be nice to be able to configure the size of a tab in the visual display

It is insane to use tab if it isn't 8. We are insane and use https://bitbucket.org/Unity-Technologies/kallithea/commits/52d24da71895f7ad086b2ef0356df45c1b87672f as local customization. I suggest you do the same if you need it. I don't think it is feasible to turn that into a generic useful feature.

Does this mean that 'themes' are supported? Can we override GUI elements with our own css files?

You can apply patches locally. That's what I do. Organizations and work flows are different. No size fits all. Someone could implement layers of customizations that would work towards full programmability ... but it would be another layer of complexity and technology. This is an open source project in an interpreted language and I think that having local patches is a good approximation of a good solution.
