Issue #66: Create hook for link with Trac

Description
Hello,
There's a lot of issues tracking systems then it does not appear to me a missing feature. I choose Trac and I try to understand how I can add a 'post-receive' server side hook as mentionned here:

I don't know how to do it within the kallithea hooks system
