Issue #236: make repo group and user group owners editable (or get rid of them)

Description
Currently the owners of repo groups and user groups are not changeable (even though the repo owners are).
I think this should be changed.
A case where this bit me was: I tried to delete an old user but he was still the owner of a repo group. I could not change the owner of the repo group so I had to delete it.
