Issue #205: Allow creation of non-publishing Mercurial repositories.

Description
Some workflows require non-publishing repositories so changesets can be shared among the team while they remain in the draft phase.
There needs to be a way to control this parameter or the .hg/hgrc file:
[phases] publish=false

I have implemented this for some time now.
